Ted Chandler is a founding board member and director emeritus of the California Housing Consortium, a regional affiliate of the National Housing Conference. Mr. Chandler currently serves as the Chief Operating Officer of the AFL-CIO Housing Investment Trust.


President and CEO - Chris Estes

Chris Estes

Chris Estes joined the National Housing Conference in 2012 after nine years as the head of the North Carolina Housing Coalition, one of the nation's best-known state housing groups. He leads NHC's policy and advocacy work both in Washington and throughout the country. Prior to his work at the Coalition, he served as a development officer for several different nonprofits in the Raleigh-Durham region. He holds MAs in City and Regional Planning and Social Work, both from the University of North Carolina at Chapel Hill, as well as a BA in Labor Relations from UNC-Chapel Hill.

As chief executive officer of NeighborWorks America, Eileen Fitzgerald oversees the provision of technical assistance, financial assistance and training to over 3,000 community based organizations and oversees the support of a national network of more than 235 affordable housing and community development organizations serving over 4,000 communities.

Previously, he was managing director for agency and funds management at Prudential Mortgage Capital Company. Prior to that, he was chairman & CEO of The WMF Group, Ltd., a publicly traded commercial mortgage financial services company which was acquired by Prudential in 2000.

Anne McCulloch

Anne Segrest McCulloch is Senior Vice President and Deputy General Counsel for Fannie Mae's Multifamily Mortgage Business. She previously served in government with the U.S. Department of Housing and Urban Development, the Federal Deposit Insurance Corporation and the Resolution Trust Corporation and was a lawyer in private practice representing advocacy groups, labor unions, and nonprofits on mission and organizational matters.

David Jeffers

David Jeffers is Executive Vice President of Policy and Public Affairs for the Council of Federal Home Loan Banks. The Council is the public voice of the America’s Federal Home Loan Banks. Before joining the Council, Jeffers was President and CEO of Collingwood Communications. Previously Jeffers was Fannie Mae’s Vice President for Corporate Relations.

Linda Mandolini

Linda Mandolini has served Eden Housing as a Project Developer, as Director of Real Estate Development, and since 2001, as executive director. She oversees all the affordable housing production, resident support services and property management components of the organization, and their combined annual operating budget of $40 million.

Kent W. Colton

Kent W. Colton is the president of The Colton Housing Group and a former Senior Scholar at Harvard University's Joint Center for Housing Studies. He has more than 30 years of experience as a housing scholar and expert in the field of mortgage finance and housing policy. Prior to his work with the Joint Center, Kent was the Executive Vice President and CEO of the National Association of Home Builders from 1984 to 1999, served as an executive vice president of Freddie Mac for policy, planning and economic research, and was staff director of the President's Commission on Housing.
